After a nine-month blockade, Azerbaijan launched a multi-front offensive against the Armenian enclave in Nagorno-Karabakh (Republic of Artsakh) on 19 September 2023, forcing the unconditional surrender of the Armenian population there. Almost the entire Armenian population of Nagorno-Karabakh fled to Armenia to avoid massacres similar to those of 1915. In five days, some 120 000 Armenians fled to Armenia. Immediate help was needed, which meant a major effort on the part of the Armenian state, churches and aid organisations. Based on preliminary discussions, the Hungarian donation could provide immediate relief to around 3,100 people. With the support of Hungary Helps, the Armenian Red Cross was able to provide emergency food and hygiene items to around 3,400 people.
