Operational Regulations in a Brief

The summarised Operational Regulations of the Programme

The infographic below summarises the programme’s Operational Regulations and contains the most important rules for scholarship holders. This graphic is designed to help scholarship holders navigate the text of the regulations and to summarise what they should pay particular attention to during their studies.
This one-page summary only gives an overview of the main rules of the programme. For detailed information, please, read the Programme’s Operational Regulations:

The 13 most important rules for the SCYP scholarship holders

1. Interrupting studies and retroactive passivation
If you interrupt your studies during the study period, that semester is qualified as a passive semester and you are not entitled to receive the monthly stipend and other scholarship benefits for that semester. You can have maximum only two passive semesters during your entire study period.Retroactive passivationIt is possible after the first month of the academic semester ONLY IN CASES of serious accident, serious illness or other unforeseen circumstances beyond the control of the scholarship holder and subject to the Agency's approval as described in the Implementation Guide (for details ask your SCYP coordinator).
2. Extension
The approval of extensions is not automatic (for more information please, read section II.3.3 of the Operational Regulations). In case of the approval of extension, the scholarship programme does not cover the tuition fee and the scholarship benefits (this means that either the university or the scholarship holder has to pay them).
3. Travel allowance
In order to prove the correct use of the travel allowance, you must sign and submit the "Declaration" and the relevant tickets and invoices on the use of travel allowance to your SCYP coordinator. We accept: airplane tickets, boarding passes, public transportation passes indicating your name and/or your student card no.The Declaration must also include your name (as it appears in your passport) and your full address (postal code, city, street, number). This also applies to your witnesses.Any amount that is not substantiated or used will be required to be repaid.
4. Hungarian as a foreign language and culture (HFL) course
1st year bachelor-, master-, one tier master students must take and complete "Hungarian as a foreign language course" for 2 semesters during their 1st year. In case you do not meet the requirements set by the host institution, your monthly stipend will be decreased to HUF 100,000 until you complete the course and gain a grade.
5. Registration at the international office
You must register at your host institution in the beginning of each semester until the given deadline.
6. Scholarship Agreement
You must conclude and sign the Scholarship Agreement in the beginning of your studies. The agreement must be modified in all cases when its content is changed, e.g. change of study programme or study period.
7. Hungarian social security (TAJ) card and residence permit
Pay special attention to the validity of your Social Security Card. If you have an expired or invalid Social Security Card (or no Social Security Card at all), you will have to finance the serious costs in case of accidents or hospitalization. It is also your responsibility to ensure that your residence permit is valid. You will need to appear at the Immigration Office two months prior to the expiry of your residence permit. If the expiry date is missed, no further complaints or claims will be accepted.
8. Postponement of the enrolment
If you have been awarded a scholarship and you cannot travel to Hungary for unexpected reasons beyond your own fault you can request to start your scholarship status in a later semester. The request shall be submitted to the Hungary Helps Agency and to your host institution. A postponement can be requested ONLY ONCE and only for one academic year as a maximum.
9. Changing host institutions, and/or study programmes
The host institution and/or the study programme can be changed only once during your first year after submitting an “institution/study programme change request” to your host institution.
10. Withdrawal from the scholarship
If you would like to withdraw any time during your application procedure or your study period, you must immediately inform the Hungary Helps Agency and the Hungarian higher education institution in written form.
11. Double financing and other scholarships
You are not eligible to receive the SCYP scholarship in case you have another concurrent scholarship status financed from the Hungarian central budget. If you were simultaneously awarded more than one scholarship, you have to choose one of the scholarships and renounce the other one.
12. Students reports
You must submit a report by 30 July of every academic year giving feedback on your experience of the programme, your academic progress and the use of your reimbursements. The report is an online questionnaire that will be sent to you in the beginning of summer and that must be submitted to the Hungary Helps Agency exclusively in electronic format.
13. Media appearance
If you intend to mention either the Sponsor (Hungary Helps Agency) or the Scholarship Programme for Christian Young People (SCYP) in any content you create or share, the draft of the communication material must be submitted for review at least 5 days prior to its intended publication. The draft should be sent either to your institutional coordinator or directly to the Hungary Helps Agency (scyp@hungaryhelps.gov.hu) for approval.
